Because they aren’t equal. A vasectomy is less invasive and can be 95% successfully reversible. Tubal ligation is much more invasive and reversal rates vary from 40–85%. Not equal.
My other point is that women shoulder most of the burden of propagating the species, from birth control that can have side effects to pregnancy that for some can be physically debilitating, to labor that could potentially include maternal death. Rarely do men give their lives to propagate the species, unless maybe his heart gives out during the act.
